Deficiency Notice

Also known as a determination notice. Choice between:

  • Adaptation course
  • Knowledge examination

What is a deficiency notice?

The deficiency notice contains more detailed information about which specific aspects will be assessed in the practical and oral parts of the examination. As a rule, candidates with regular training (four years of secondary school) are tested with two nursing situations in the practical examination, while retraining candidates (two years of secondary school) are confronted with four nursing situations.

What is a knowledge examination?

A knowledge examination consists of an oral/theoretical and a practical examination. Prior to the examination, you will receive comprehensive preparation in a corresponding course. The duration of this preparation may vary depending on the federal state and the organiser. In some cases it may be possible to begin the preparatory course with a B1 language certificate, but a B2 language certificate is generally required.

What is an adaptation course?

An adaptation course is a measure to align professional skills acquired abroad with German standards. You complete theoretical and practical units in a care facility or school to compensate for the differences identified in the recognition notice. The duration varies depending on the federal state and the educational provider. A B2 language certificate is generally required.

Language level B2 (CEFR) for nursing professionals

Language acquisition is a central prerequisite for the recognition and professional practice of nursing professionals in Germany. A language level of B2 according to the Common European Framework of Reference for Languages (CEFR) is generally required to work as a nursing professional.

Why B2?

Language level B2 ensures that nursing professionals can:

  • communicate safely with patients
  • understand and explain medical facts
  • maintain nursing documentation correctly
  • communicate professionally with the team and relatives

Recognised language examinations

To demonstrate B2 language level, recognised examinations are generally accepted, e.g.:

  • telc B2 Nursing or general B2
  • Goethe Certificate B2
  • other officially recognised B2 certificates

(depending on the federal state and the competent recognition authority)

Preparation for language level B2

Language acquisition usually takes place in stages:

  • Level assessment according to CEFR (e.g. A2 / B1)
  • systematic language instruction
  • exam-preparatory exercises
  • language examination at B2 level

The selection of the language school and examination provider should be guided by quality criteria, in particular:

  • alignment with the CEFR
  • transparent course structure
  • qualified teachers
  • preparation for recognised examinations

Language examination and professional licence

A passed B2 language certificate is often a prerequisite for:

  • completing the recognition procedure
  • participation in a knowledge examination or adaptation course
  • issuance of the professional practice licence

Further information

Nursing professionals can also obtain information from:

  • competent recognition authorities of the federal states
  • official information portals on recognition
  • neutral advisory centres on migration, work and integration
